OJS 2.4.8.1 No users appear under "Enroll existing users" or "Users with no roles"

When i try to enroll existing users as anything i get a black list and same for the users with no roles.

When i select Users Enrolled in this Journal it is working fine and the users are there.

Any Idea what’s causing this problem?
