The number of crossref citations in Scopus/Crossref Plugin is always zero, although the number of Scopus references is correct.

Is there a way to debug the plugin to know what’s wrong?

It looks as though your journal doesn’t use DOI? That plugin relies on the use of DOIs in order for it to work. You may also wish to consider upgrading to a later version of OJS, as OJS 3.1 is no longer supported by PKP and there may also be an updated version of the plugin as well, as that may aid in your plugin use as well.
