Does the following file exist on your server?
/home/cmhnaaa/public_html/ojs/lib/htmlpurifier/library/HTMLPurifier/Strategy/RemoveForeignElements.php

Do the full path and name match in case sensitivity and to the file permissions allow your web user to read it?
