New DOI wont submit

Version 3.5
Despite repeatedly trying to deposit a DOI for 10.70085/jtse.v5i1.346

I still get this:

‘‘10.70085/’’ is still listed as the submitted value.

I don’t know what to do here. I keep trying everything and all I’m getting is yelled at and disrespected by my superiors.
