Menu items missing after install

I dont see menu items like users and roles and settings.

I just installed version OJS version 3.0.2.0. The menu items on the left pane is only tasks and Administration.
Administration link does not show me menu items to change site settings and users. Therefore I cant change theme and cant allow registration.
