Mandatory attachment of files

Describe the issue or problem
Is there a way to make the attachment of certain file types mandatory? Unfortunately, it is a regular problem that those submitting manuscripts do not comply with the requirements. Is there any way to set it to not allow manuscript submission until the required file types are attached?
