If your OJS will deliver some emails, but not others, it’s because your mail server doesn’t like some aspect of these specific emails. It might be spam filtering, or SPF rules, or something else. Unfortunately there’s no way for OJS to know what happened; you’d need to investigate your server’s email delivery logs.
