OJS is great,but I´m in México. I can set lengauje in “Español(España)” but there is not a “Español(Mexico)” in the lenguajes.
Is there any option yo add or create a lenguaje “Español(Mexico)”.

If you just want to change the label of the language, you can edit it in registry/locales.xml. In many cases it’s not feasible to manage languages for each country, even though there will be regional differences – for example, English in OJS is en_US for U.S. English, even though the product is based in Canada 
In other cases there is enough justification or community interest, e.g. pt_PT vs. pt_BR (Portugal vs. Brazil).
