Journal Manager can't acces submission menu OJS 3.2.0.3

Please help,

I just finished upgrading OJS from version 3.0.2.0 to OJS 3.2.0.3, the upgrade process went smoothly and successfully. Obstacles are found when I log into journals and enter the submission menu, OJS only responds by returning to the initial entry page, and cannot create submissions or display other tabs, and I have set user rights but the problem still persist.
