Issues with accessing OAI despite being enabled

Describe the issue or problem
For indexing purposes the OAI has been enabled but indexing agencies cant access it.

Steps I took leading up to the issue
I have configured oai = on in config.inc.php and also enabled it via OJS interface in Distribution

What application are you using?
OJS 3.4.0-4

Hi @sohailkmu,

Your PHP installation is missing the intl extension; check your configuration to make sure the module is installed and enabled.
