Issues upgrading from version 3.0 to 3.1.0.1 on Windows

I am running into a few issues with when upgrading to version 3.1.0.1 on a windows server. Below is a snapshot of the errors I am receiving. I would also like to point out that the permissions are exactly the same as I was running on a working 3.0 install.

Hi @abalbuena,

PHP isn’t allowed to control the contents of the cache directory. Double-check that the permissions there are correct. The requirements for OJS 3.0 and 3.1.0-1 aren’t different in this regard, so I’m not sure what would have changed.

I was able to successfully upgrade the database. Now I am facing an issue where I get an http 500 error after logging in. Would you know what may cause this?
