Is default 3.3+ theme the only one compatible with WCAG 2.1 (or higher)?
I was looking on the themes (https://docs.pkp.sfu.ca/pkp-theming-guide/en/themes) docs, but I didn’t find much information on that.

The default theme in 3.3+ is the only theme that has had an accessibility audit. You can read the full accessibility statement for that theme.
Unfortunately, from a legal perspective, it is impossible to say something is or is not “compatible with WCAG 2.1”. Only a court could determine this. What I can say is that we had an external audit done by an accessibility expert and addressed all of the critical issues they identified. This audit did not include all possible changes that a plugin can produce (for example, the recaptcha plugin is known to be not accessible).
