installer.publicFilesDirError

When we run tools/install.php installer.publicFilesDirError is returned:
ojs ERROR: Installation failed: ##installer.publicFilesDirError##
The public files directory is writable by both www-data and the user we execute the script with. When run, the installer does create two directories: journals and site, which are both owned by the group www-data belongs to. Any thoughts on how to remedy this would be greatly appreciated.

We have now gotten past this issue. Although we are able to login, we cannot seem to add a journal or other users, ie no functionality. In Chrome, we can’t even login.
