Install OJS 3.1.2: Your server currently allows file uploads: *No*

Hello!
I try install OJS 3.1.2 on the server with PHP 7.1.
The install page shows the message " Your server currently allows file uploads: No but phpinfo shows that this parameter is set to On.
The attempt to install finished with error 500.
In apache logfile I cant find any errors.
Can you help me?

The code at this point in just checking for the PHP configuration of file_uploads.

If phpinfo() is otherwise reporting this variable to be true, then it is possible that you have two different PHP configurations active. This is common for a difference between the CLI environment and the mod_php environment, or if there are multiple versions of PHP installed.

How are you generating the phpinfo() call?

What does the error log report as the PHP Fatal or PHP Error which caused the 500-code response?

Above is definitely the output of the Apache access log. For example:

If you have a combined access and error log, you may be suppressing all errors (unlikely, but possible). Check with your system administrator or hosting provider regarding how to find or enable the error log.

I don’t see anything above which details a PHP error, but there are a lot of PHP Warnings to ignore, as well as some related to OJS 2.4.8-5.

I do note that you are using PHP 7, but some of the 2.4.8-5 warnings mention mysql. Are you changing the database driver on the installation form from mysql to mysqli? If not, that could cause a silent PHP fatal, since the old mysql driver was removed from PHP7.
