Incorrect email template send when publishing a new issue?

Describe the issue or problem
When publishing a new issue, the Journal Manager is given the option to ‘Send an email about this to all registered users.’ If this is selected then an email is sent, but it is different from the PUBLISH_NOTIFY email template in the Workflow tab, even though the description for this template is ‘This email is sent to registered readers via the “Notify Users” link in the Editor’s User Home. It notifies readers of a new issue and invites them to visit the journal at a supplied URL .’

Are we looking at the wrong email template or is this a bug in our platform?

Steps I took leading up to the issue

  1. Go to ‘Issues’ > ‘Future Issues’
  2. Click on a future issue > ‘Publish Issue’
  3. Select ’ Send an email about this to all registered users.’
  4. Click ‘OK’
  5. An email will be sent, but it does not match the email template ‘PUBLISH_NOTIFY’
