Import users from OJS 3.1.2.4 to 3.3.0.7

Good day,

I am trying to import users into my OJS system but I get the following errors.
Element ‘{[http://pkp.sfu.ca}name’:This element is not expected. Expected is ({http://pkp.sfu.za}permit_metadata_edit )

I have included the element permit_metadata_edit in the sample.xml file before the name element, but it still gives the same error. I have also updated the exported XML file on the context_id to match our Journal id.

Export done on OJS 3.1.2.4 from another hosted Journal into our 3.3.0.7 journal.

Any help will be greatly appreciated.
