Import Issue XML file fails due to missing locale call not available on new installation

XML file is generated from the Import and Export Issues link, upon importing the XML file it warns that their is missing locale. The locale missing is not a standard OJS language file, and is not available to me.

Is their not a default locale the import will use if a locale is missing? Which can allow the import to occur?

We resolved the issue by rewriting the XML locale language to a standard OJS locale. The import was thereafter successful. The tag was therefor resolved by tweeking it for redirection.
