It does look like Uzbek is available, but it is not fully translated: https://translate.pkp.sfu.ca/projects/ojs/#languages
But there are variations of Uzbek that are (Uzbek latin and cyrillic) - would one of these suit your need?
If so, you should be able to install it: https://docs.pkp.sfu.ca/translating-guide/en/managing-languages#install-a-language
But if it doesn’t work for you let me know…

I am interested in the Uzbek (Latin) language. I wanted to accept articles in English, Russian and Uzbek. English and Russian works without problems. Anyway, how to install the Uzbek (Latin) language, I still did not understand. Is there any video tutorial on this topic?
I discovered something else. When I opened the hosting file manager, I found the folders “uz_UZ@cyrillic, uz_UZ@latin” which are located in the “locale” folder.
Thank you for the additional information. Did you install these two manually, I wonder? You may have to edit the registry/locales.xml
file, according to the instructions here: https://docs.pkp.sfu.ca/translating-guide/en/managing-languages#install-a-language

No, I don’t.
After changing the “registry/locales.xml” file, the Uzbek language is now displayed.
It turns out the files were empty.
I copied the Russian template. There were a lot of lines that needed to be translated. I translated them manually using Google. All the same, in some places the translations are not displayed.
But I can accept materials now in Uzbek.
