this is my first time to install ojs, i use 2.4.8-2 and xampp 7-1-7

Hi @kbh,
If you want to use OJS 2.4.x, you’ll currently have to use PHP < 7.0 (e.g. PHP 5.6). OJS 3.x supports PHP 7.
I would also suggest directing error logs to the log file in your PHP configuration, rather than directing them to the browser.
