How to edit email link of a welcome email

hello, anyone can help me how to edit the welcome email link,
im getting hard to find it. i need to edit it because it always display blank page when the user click the link he receive from our journal,
this is the error : Welcome to BISU-BILAR
i want it to be : http://bilar.bisu.edu.ph/brj/index.php?journal=kaplag

Which email is this? (If you’re able to include some of the text from it, that could help in identifying it specifically.)
