How to add new Editor Decision and New email template in OJS 2.4.8.1

Hi,

In some cases, some of our authors would like to withdraw their submission.

So I would like to add a new item “Withdraw Submission” to the drop down menu in the “Editor Decision” and a new email template associate to this decision.

So, where all I want to make the modifications to get a new decision and an email for it.
