How install the program on window system

Good afternoon.
I have a question. I want to install the Open Journal System program on a computer with the Window system, but I do not know how to do it. Could you tell me if it is possible to do so and how?

Do you want on Windows server or on your local windows laptop/desktop computer?
Do you plan to use that installation for production i.e. publishing or for testing purposes?

Thanks for answering. I would like to install the program on my office’s desktop computer, as well as on my laptop. I work in a university and we want to found an academic journal. But both computers only have the windows program. What I can do? Should I uninstall the windows program to work with Linux ???

You can insatll XAMPP from this link:
https://www.apachefriends.org/download.html

You can use teh first one in which PHP version is 5.6.35.
Please check install guide on OJS site
https://pkp.sfu.ca/ojs/README
and install it.
