I am assisting in moving a journal from OJS 2.4.8.2 to 3.1.2.1. Currently there are unreviewed submissions in the 2.4.8.2 version. Is it possible to export those submissions and import them into 3.1.2.1 without the journal editors moving them to the review or editing stage?
I appreciate any assistance on this issue.

No, the OJS 2 and OJS 3 native XML formats are not compatible: OJS3: Native XML import - #26 by fidel_c_d
Any reason why you don’t performa upgrade? In that case all submission statuses remain untouched.

Thank you for clearing that up. I wanted to eliminate that as a possible option for moving submissions. I was just brought in on the project, so I’m not entirely sure why all decisions were made, but I think there have been past issues with spamming and other issues on the OJS 2 version and they want to use the move as an opportunity for a clean version.
