Expected release date of OJS 3.1

Hello,
it seems it’s not easy (at least for me, as a non-developper) to find out about a release date for OJS 3.1.
A page with the title “OJS 3.1” at https://github.com/pkp/pkp-lib/milestone/21 says “Due by July 3, 2017 … 59% complete” (as viewed today). Can anyone please help me to interpret this?

Hi all,

We’re targeting the summer, but have a few tricky details to complete before I’ll be comfortable attaching another firm date to it. Obviously July 3rd has come and gone. Many of the issues that remain will be deferred, as we consider them non-essential, so the progress estimate isn’t especially accurate.
