Email validation is not working

Hello I installed a new version of OJS 3.3.0-6. I am trying to get user email validation to work Previously I was working with 3.3.0-4, and email validation worked. I am attaching the email settings from the config.inc.php file. Currently the system ignores email validation. No emails are sent, and users can login immediately after registration. Please advice me what might be the issue

You may wish to try some of the suggestions there, but other community members may wish to offer suggestions as well.
