Editor decision decline submission

Hi

Please tell me if the following procedure is correct for decline of a submission.

  1. Section Editor marks decline decision and does not send any mail to author using notify author icon
  2. Editor after knowing about decline of a paper he sends an email using template “EDITOR DECISION DECLINE”.
  3. After this paper will be archived in authors home page.

Is it possible?
