Display of user roles OJS 3.1

I added user to OJS 3.1 and when I wanted to define roles to that user I noticed that in drop-down list of roles there are roles with hashtags… See screenshot that I attached to this message.

Default language is English and that happenned in English language.

I chnaged necessary locale files in /locale and lib/pkp/locale and in classes/install/upgrade.inc.php and they display properly.
