DB Error: Table 'ijcadsee_302.navigation_menus' doesn't exist

Dear,
After upgrading OJS 3.0.2.0. to OJS 3.1.0.1. receive
DB Error: Table ‘ijcadsee_302.navigation_menus’ doesn’t exist
The installation of OJS and the database are new without upgrading before. Is it the same process with upgrade as OJS 2x?
How to upgrade to OJS 3.1.0.1?

Turn installed to Off in config.inc.php and it will work
