Data repositories require a whole range of specific metadata that OJS doesn’t have, since it’s designed for publishing.

I think the best solution is to use DataVerse, which is a tool specifically designed for data management. In fact, OJS has a plugin that links OJS and DataVerse, so you publish the article in OJS and the dataset in DataVerse.
