we would like to add CORE Recommender (https://core.ac.uk/services/recommender/) to OJS 3.1.2, there’s anyone who have done it or is working on it?

There is old code on GitHub - oacore/ojs-core: The CORE plugin for Open Journal Systems which never has been ported to OJS 3.1.2
