COINS plugin - how to activate in OJS bootstrap?

Hi
I have just released the first issue of EJPAE.com on OJS 3 and is rapidly learning… Now I run this myself, but I have some support from the library at the university and now I am trying to understand why Zotero does not recognize the articles. I cannot find the COINS plugin under the activated plugins page and under PLugin gallery there is nothing to be seen.

Anyone know how to fix this?
