I have a problem when I want to publish issue, Once I clicked publish issue it just rotates without completing the action. Pls help for. Urgent

Are you able to check your PHP error logs and report on any errors from there, here? Often times that points to what the issue might be in these cases.

The error 500 that is shown on your browser console log means that there is a problem with the server such as some PHP library or some setting that needs to be fixed on the server side. You can check the error by tracking the 500 error on your webserver log.
