How can I do it?

The theming guide doesn’t go into that level of specificity. You have to some familiarity with the code structure of OJS and identify how to modify the code. The other developer documents may help: PKP Developer Docs - Technical guides and documentation for OJS and OMP. I’m not sure what template would need to be modified in order to create what you’re trying to create. I’m flagging my colleague @NateWr here, as he may be able to weigh in.

I recommend you use a child theme and overwrite the issueArchive.tpl template. Since that theme uses Bootstrap 3, you can consult their documentation on the creating columns.
