In OJS 2 we could BCC reviewers on editorial decisions, which has gone in OJS 3.
In the review discussions, is it possible to create a discussion such that an editor can add the relevant reviewers to the discussion and paste the editor decision in, _but _ the reviewer identities aren’t revealed to each other (and presumably they can’t reply)? That would effectively create a bcc notification
