Back issue loading glitch impacting CrossRef plugin

It has just come to our attention that back issues loaded into OJS are automatically being given a publication date of whatever the current date happens to be. This is causing the CrossRef plugin to pass that erroneous publication date to CrossRef.

The problem impacts issues only, not articles.

Looks like this issue has a more significant impact than I originally thought - it is causing issues with some citations, which are displaying the date of upload to OJS as the publication date.
