Author Upload File Should be MANDATORY

I am using OJS3.3.0.15,
I want that the author can not move forward to ‘Enter Metadata’ without uploading a FILE in the ‘Upload Submission’ grid. Thus I want to use the required keyword or anything corresponding to that anywhere if possible.
