Attach File when Declining Submission

Hi!

This may be a dumb question, but I cannot figure out what to do. We want to decline a submission and attach a Word doc with comments to the work.

When we click the Decline button, the window pops up. Under the heading: Select review files to share with the author(s), no files are appearing. How do I upload a file for this section? It gives me an option to Search, but nothing is appearing when I try to search.

Unfortunately an editor can not upload files there directly, see [OJS] Editors should be able to add attachments to the Editorial Decision message · Issue #2438 · pkp/pkp-lib · GitHub

The files that show up in that grid are files uploaded by reviewers. The editor can choose whether or not to show the attached file to the author.
