In OJS 3.1 it is located in:
Settings > Website > Plugins (tab) > Generic Plugins section

Thank you very much, but at the moment we use the OJS 2.x. In a few months we will be using the OJS 3.1 but untill then I would like to solve an image problem in our HTML files.
Great to know that it’s a part of OJS 3.1
