We have migrated our pkp ojs website from version 2.4.6 to version 3.2.0-2, but the image covers of the articles have not migrated.

This may have already been resolved in OJS 3.2.0-3; I’d recommend upgrading (this should present no risk and will fix a number of minor bugs) and then confirming here whether the issue is fixed.
