Is it possible to define submission ID in a way that in 2017 submissions are 2017-1, 2017-2,2017-3, 2017-4,2017-5,
and that in 2018 they will be 2018-1, 2018-2 etc.?

Not at the moment; currently OJS uses auto-generated numeric IDs for submissions. There are custom identifier fields but those are used during/after publication, not within the workflow.
