Additional Site Admins not getting Journal Permission

Describe the issue or problem
A secondary site admin is not given permission to do anything on additional journals, yet my user account does get permission.

Steps I took leading up to the issue
We have about 10 or so journals that I have created. We also have a seccond system administrator who is trying to do some work, however I notice on the journals they do not show up whereas my account does show up as Journal Manager.

I need a way of granting Journal Manager access from all journals to all site administrators but the interface doesn’t seem to support top-level user management like this

For anyone looking into this - for some reason beyond my comprehension the second admin was not also set as a journal manager for each of the journals and had a random assortment of permissions.

I wrote a very quick and dirty plugin to display this in the site settings and to allow management of this visually. I’ve likely missed stuff, and I will return to put a readme, and do some cleanup… at some point GitHub - oiccpress/usersRoles: User and Role Management from a very basic UI for OJS
