Add menu to primary navigation on Index page of multi journal site

I have configure a new multi journal site having 5 journals, I need to add primary navigation on very first index page where all my journals listed.
I follow the procedure:
Administration>settings>navigation menus>add navigation menu>select navigation area “primary”
and assign new menusitems I have created.
But not showing.Please suggest.

I am using OJS 3.1.1.2

Did you mean Administration -> Site Settings...?

Edit: Just have checked and confirming this also for ojs 3.1.1-4 → default theme. It seems that the fix was not shipped yet. There is a topic on GitHub, where you can find a programmatic solution.
