2.4.8.1 wrong label for "unable to do the review" event log

OJS 2.4.8.1 very minor issue. In the Review tab, when “unable to do the review” is clicked, the Event Log labels the “log.review.reviewDeclinedByProxy” event as Review assignment accepted by proxy
