Why do US journals use little OJS?

I have long observed that universities and institutions in the United States implement little software for repositories like DSpace or software for journals like OJS.
I live in Argentina and I don’t understand much about the university system in the United States. Therefore, I to ask: Why do US journals use little OJS?
