You could do this withing the current system by creating a new Static Page (User Home → Journal Manager → System Plugins → Generic Plugins → Static Pages) for the Peer Reviewers, then removing the “Information” block (Journal Setup Step 5.6), and adding in a new Custom Block (How to add twitter-timeline in ojs - #4 by ctgraham) with the four links you want.
The general case probably also makes sense as a Feature Request.
