It’s not quite an answer to your question, but you might review this recent thread: OJS hosting recommendations (request)
The server requirements for OPS are identical to OJS and the same folks may be able to help.
Don’t forget to consider maintenance and upgrades; if you just get someone to help you with an installation, you’ll need to solve that problem later.
