Recommend Only Editor should be able to make a recommendation at submission stage

Hello,

Describe the problem you would like to solve
Our Section Editors or Guest Editors cannot make an initial recommendation (accept or decline) at submission stage. They want to be able to do this to save time.

Who is asking for this feature?
Journal Editors for 2 reasons:

  • easy way to initial decline/accept an article for a guest editor
  • better statistics: compared with this limitation, there is no initial decline or initial accept (statistics do not reflect reality)

we use OJS 3.4
