Right now translations are not indepenent of the software so your new translation need to be packaged in a new OJS release first. Usually the new docker image is created 48-72h after the the new version is released.

Or, is there any simple workflow to download data from weblate and create the L18N files needed to upload to the OJS installation?
I see I can download a tbx file, but not sure what to do with that. Any help is welcome.

As far as I know, the next release will be 3.5.0-4, which is going to be the next LTS.
There is no exact date confirmed yet for this, but it should be soon, as it is planned for Q1 2026.
Regarding extracting your work from Weblate, I think it might be tricky. If I recall correctly, weblate is able to push directly to pkp’s repost (making the weblate2po conversion during the process) but the final packaging is handled by Alec for each release only, but he will be able to explain it better than I can…
