[OJS3, backend] Show cache rebuilding icons in "navigationUser" menu too

This would be handy since I could then rebuild the cache from within any subsite I’m in.

Hi @twa,

Which cache do you mean? The files cache (e.g. journal settings) should be able to maintain itself, likewise the compiled template cache. Do you mean the cached CSS or something else?
