[OJS] Open reviews - let editor release the reviews to author

Describe the problem you would like to solve
We have a journal on our platform using open review in the meaning that author and reviewer identities are disclosed to one another. At present, they do not publish the reviews openly to the public. In the review stage, the author will get notified and be able to see the review, immediately after the reviewer has sent it. This journal gets questions from confused authors as to what is expected of them, when they get this notification. Since the articles always have two reviewers, the authors should not do anything until the second review has also been sent and the editor has had a chance to make a decision/write instructions on what is needed to proceed.

Describe the solution you’d like
The editors are requesting a feature, where either:

  1. The author will not be able to see one review until all reviews have been submitted.
  2. The editor/section editor needs to release the reviews to the author, giving the editor a chance to write a comment to the author to frame the reviews and the further process and then releasing the reviews to the author.
    This feature should be optionally, meaning a journal, who does not want to change the way things are now, where the author can see the reviews immediately once submitted, can just keep things as is.
